Matthew Hirst – Director

Matthew has worked in the UK property industry for 21 years with a focus on advising the Further Education sector. Having originally read town and country planning for his Bachelor’s Degree at Coventry University, Matthew went onto to study for a Masters in Property Development and Planning at South Bank University.

In 2002 Matthew became a member of the Royal Institution of Chartered Surveyors (Planning and Development Division). Matthew has considerable experience in helping FE colleges and other public sector organisations formulate and implement their capital investment programmes. In the last 20 years Matthew, has advised over 80 FE colleges on their estates strategies, space efficiency reviews, feasibility studies, capital funding applications as well as programme management advice with a focus on capital projects which are reliant on land assembly and land disposals through promotion through the planning process.

Matthew joined Fusion Project Management in 2012. In the last 6 years, Matthew has continued to lead on a wide variety of strategic commissions at a time when the responsibility for providing capital funding to the FE sector transferred over to the Local Enterprise Partnerships. Matthew has helped to formulate and influence many LEP’s capital funding policies which has led to many successful Local Growth Funding allocations.

Scott Barson – Director

Scott is a high performing senior project manager with 25 years’ experience in delivering major capital investment programmes, fast track projects, change management programmes, complex accommodation strategies and business reorganisation projects to tight timescales across a variety of sectors. These including education, leisure, central and local government, commercial and public transportation.

A highly motivated, conscientious, innovative individual with good management and leadership skills, Scott combines his technical background with a good commercial understanding. This ensures that complex projects with multiple stakeholders are delivered to meet the business needs of his clients in both operationally and politically sensitive environments.
Having worked for both public and private sector clients, Scott is well versed in managing across the full lifecycle of a project and is an excellent communicator at all levels. Scott possesses exceptional people skills and has the ability to deal with challenging situations in constantly changing environments. Scott has a proven record of achievement in leading and managing the successful delivery of complex projects to tight timescales, within budget and to a high quality.

Stuart Markham – Director

Stuart has delivered numerous projects of differing scales and complexities to educational clients over the last twenty years. Stuart’s role is focused on strategic and day-to-day risk management – directing and delivering all aspects of the client’s requirements and client support, working closely with all members of the project team and stakeholders.

Nolan Smith – Director

Nolan has worked within UK property for 25 years. Nolan trained in Estate Management and general practice surveying. He has extensive experience in the project management of design and construction works of £50,000 to £150 million in value, with varying complexity of funding, logistics and phasing. Nolan has specialised in the delivery of projects in the public and private sector for 17 years.

Indy Shokar – Planning Director

Indy joined 3BM in 2021 as Planning Director. Prior to this he ran an independent planning consultancy called Resolution Planning, that he founded in 2013. Prior to this he had planning roles at Savills, RPS Planning, Shoosmiths Solicitors and Northamptonshire County Council. Indy is responsible for project managing a range of planning appraisals, applications, appeals, and community consultation activities.

Up to now, Indy has been involved in a range of projects across the planning spectrum, developing a particular specialism in education development. In the last 8 years, he has successfully secured planning permission for over 20,000 new student places within the UK education sector. This includes circa 10,000 primary school places, 10,000 secondary school places and over 950 college spaces.

Damian Norris – Design Director

Damian has over 20 years’ experience in the education, public and commercial sectors. Damian is currently leading the masterplan works for St. John’s College at Oxford University and the delivery of a number of schools.

Prior to joining 3BM Damian led the education and public sector team at DLA Architecture’s London Studio. During this time Damian designed and delivered a primary and secondary schools, further education colleges and a number of large-scale masterplans. He was the Estate Architect for Borough Market for over 10 years designing innovative projects, which fulfilled the Market’s mission statement of promoting food education within the local community.

Lee Richardson – Operations Director and Architect

Lee commenced his architectural career in 2001, studying part-time at The University of Greenwich, whilst working for a small family run practice specializing in Educational and Residential projects. Upon qualifying as an Architect in 2012, a year later, Lee moved on to help establish 3BM’s Architectural department.

Lee has a vast amount of experience on a range of educational projects in the private and public sectors. Lee is a firm believer in developing long term client relationships. Some of his key clients include Sure Start Nurseries, Reading University, London Borough of Hammersmith and Fulham, Royal Borough of Kensington and Chelsea, City of Westminster, Harlequins FC and Big Creative Education.

Lee’s core strengths are leadership, communication and a pragmatic, strategic approach to architecture to ensure the best possible design is ultimately deliverable and meets the needs of the client and end users.

Andy Rennison – 3BM Managing Director

Andy was the driving force behind the creation of 3BM and leads the Strategic Leadership Team and expansion of the 3BM wider group.

Andy has overseen and led a range of services in the public and private sectors, including, Buildings, Finance, Education, School Organisation and multi-faceted regeneration projects.

Andy is the Chair of Governors for William Morris 6th Form and  Chair for Croydon’s recent spin out Mutual, Provide Equipment Hub.

Kevin Beerling FCA – Finance Director

Kevin joined the Board of 3BM as a Non-Executive Director in May 2018 and was appointed Non-Executive Chairman in April 2020. Following 3BM becoming part of the RSK Group in October 2024, Kevin has taken on the role of part time Finance Director.
Kevin has a strong financial and commercial background with over 25 years Board level experience and his wider Board level responsibilities have included facilities management, risk management, legal services and HR.
Kevin is also a Non-Executive Director of the National Online Self Exclusion Scheme Ltd (trading as Gamstop).

Sheldon Stoutt

Sheldon joined the Board as a Non-Executive Director in October 2017 and was appointed Non-Executive Deputy Chairman in April 2020.

Sheldon is the CEO for Synexus Solutions Limited, an experienced entrepreneur, Business Development Director and Consultant, with over 35 years programme and project management experience in delivering large-scale IT and business programmes. This ranges from concept creation to budgets, funding, timescales, multi-discipline leadership skills and quality assurance.

Sheldon now helps build sustainable communities, involving education, business, sport, health, emergency services and local and central government.

He specialises in bringing an innovative range of excellent digital, energy and managed pandemic solutions to market using advanced communications technologies and methodologies to serve the communities he cares about.

By harnessing the best appropriate technologies, Sheldon works with communities to empower, engage and connect them for a sustainable future.

This fits with the latest Environmental, Social and Governance (ESG) criteria and standards for sustainable and socially responsible investing.

Sheldon serves on the Court of the Worshipful Company of Information Technologists as a Court Assistant and Liveryman. He is also Chair of the Technology Panel. Sheldon was admitted into the Freedom of The City of London on 16th May 2008.”
